Self Improvement Times: 3 Simple Steps For Spiritual And Financial ...

Are you living in a state of debt? It's not just about the money. Even the richest people are in a state of debt. Prosperity and abundance are the new wealth. You can get out of debt, and all it takes is a shift in your thoughts. It's time to create balance, banish negative thinking, and work on your spiritual fitness. Debt is a state of mind created by erroneous thoughts about people around us, or connected to us, and situations we usually can't control.

In order for anything to change at all, you have to change your way of thinking. Norman Vincent Peale said, "Change your thoughts and you change your world." You have all the abundance you need right now. You just have to access that abundance. It is not easy, but what worth doing ever is? You have to do the work to change your mindset because this is a shift that starts internally. You can make external shifts to manage debt, but if you don't make internal, more pragmatic shifts, it is all for naught; you cannot make lasting change without a change in consciousness.

It may surprise you to learn that debt is not just about money. Debt occurs when we hold on to negative, unforgiving thoughts about people and situations, thoughts that actually block our prosperity and keep us in a state of lack. Abundance on the other hand, is a state of consciousness that acknowledges that we have many, many resources that we can use. It all starts up top… from your mind down. This article details step one in eliminating your debt mindset and creating spiritual and financial fitness, so read on, my friend.

The first step for attaining spiritual and financial fitness is TO RELEASE THE OLD--mentally, emotionally and physically-- and make space for what is for your highest good. You must get rid of clutter, which is a block for your energy, and let go of things and thought patterns you no longer need.

First things first--Do some forgiveness work. Make a list of people you need to forgive… and who you think need to forgive you, and work with that list. Do some sort of ritual or visualization to forgive or write out forgiveness statements. I know forgivness work isn't exactly the most fun activity, probably far from it in fact, but this is a necessary step to your abundant life.

The unforgiving energy you are holding against these people drains your energy. You're giving them permission to hang out in your mind; in fact, you're giving them a guest room there! You're making them comfortable, offering them a comforter, a cup of cocoa, your HARD-EARNED ENERGY that is stuck in unforgiveness. It's time to let go of that mental junk--for yourself, not them!

On a physical level, it's time for you to clear out the clutter in your living and work space. In the ancient Chinese art of Feng Shui, clutter is a block for your energy. If you have piles of stuff in your living room, hallway, and bedroom, it's hard for you to move around your house. It's blocking you and your energy from flowing well. Get rid of the stuff you don't need and the stuff you don't even like. If you don't like it, why on earth are you keeping it?

Give all that extra stuff away to someone else who will cherish it. If you look around, you will see things you've outgrown or things you didn't really need in the first place. What about that old tea set that doesn't match your decor? Or that paisley print top you bought because it was on sale? Think of someone else it would be perfect for and give it to them. They will feel abundant because you thought of them--and you will be free of extra "stuff" that is taking up room you could use for something you truly love.

Remember that there are also numerous charities you can donate to. You can even increase your prosperity by writing off these things on your taxes. You can sell items on Craig's List and donate the money to charity. You can keep the money and tithe it back to something that nourishes you… life coaching, your church, or even your fitness organization or instructor. Wouldn't your yoga instructor love that paisley-print top stuck in the back of your closet by the way?

There is something else that impedes our spiritual and financial fitness. In fact, the first thing people give up when they get too busy is their "me time." They forfeit the time they spent walking or meditating or praying in order to take stock of their dis-order. You have to take a mental break or you just might have a mental break. There's no reason you would give up the food that supports your body. Why give up the "food" that supports your soul?

Whether you are sitting still or exercising, use meditation or prayer to push away the mental clutter. No matter what, I practice the Reiki Method of Natural Stress and Pain Relief every morning. I've been practicing for twenty years now and I can't start the day without it. I'm not a morning person, so my Reiki practice helps get me out of bed and start my day off on the right foot.

So here are your action steps, friend. For the first step of releasing the old, I want you to focus on clearing the clutter, on all levels, and start in the right direction. Make your forgiveness list. Forgive the people on it. De-clutter your house. Purge your closet, your house, your garage, your car, your cubby, whatever! And remember to take care of you. After all, you must take care of yourself before you take care of everyone else. Trust me on this one; you will feel better and be better for it.

Don't forget to stay tuned for the next article in this series in which you will find out about another vital step to your spiritual and financial fitness. Let's get you trained and ready for a prosperity marathon, shall we?

LIFE: The photo that changed the face of AIDS

So you know the people who dashed your hopes of winning that stupidly large Powerball jackpot, instantly crushing your dreams of living like a king and dipping your butt in gold? Everyone who knows them says the first winners are pretty awesome people, and we now know that least one of their mothers is almost absurdly adorable. Granted, we'd be saying pretty glowing stuff, too, if we were neighbors of Cindy and Mark Hill ??who possess one of the two winning $558 million Powerball tickets?? because, hey, it doesn't hurt to be nice to multimillionaires. ...

line

  1. Can I submit a proposal to NSF 12-603 without having one submitted to the US-Israel Binational Science Foundation (BSF)?

No, you must have also submitted a coordinated proposal to BSF by the November 13, 2012 BSF deadline. See http://www.bsf.org.il/BSFPublic/DefaultPage1.aspx?PageId=210&innerTextID=210 for BSF guidelines and requirements.

  1. Where can I find out about the BSF solicitation and proposal requirements?

You can find information about the BSF program at http://www.bsf.org.il

  1. How do the BSF and NSF proposals get linked?

In the NSF proposal title, BSF should be followed with a colon, then the BSF Application Number with a colon, then the title of the project (identical to the title submitted to BSF). For example, if the title of the proposal to BSF is "Title of Proposal" and the Application ID is 0123456, the NSF proposal title should be "BSF: 0123456: Title of Proposal."

  1. Why are the submission deadlines for the NSF and BSF proposals different?

The submission deadlines for the NSF and BSF proposals were selected to align with the processing time required for organizing and reviewing projects. BSF proposals are due November 13, 2012, and the coordinated NSF proposal can be submitted between January 18, 2013 and February 01, 2013.

  1. 5. Is there a budget limit on the proposal submitted to NSF?

The budget should be commensurate with the cost and effort required for the work conducted during the visits in Israel. We expect to have $400,000 in funding available in FY 13. As we would like to make 6-9 awards, we expect the average award size to be about $50,000 in total over the 4 year term of the award.

  1. Will BSF make the same number of awards as NSF? Will every BSF award in Computer Science be co-funded by NSF?

NSF's participation is intended to augment BSF's existing program supporting collaborative efforts between the two countries. It is expected that BSF will make more awards than NSF in this joint program. There may be a small number of proposals supported by NSF that are not supported by BSF due to lack of funds.

  1. Can the NSF travel funds be used to pay travel for Israeli researchers to the US?

The funds are intended to pay for travel expenses of US researchers visiting Israel. However, NSF understands that there may be exceptional cases where alternative travel arrangements are necessary. In such cases, please contact your program officer for further guidance.

  1. The project I would like to collaborate on with an Israeli researcher is on a topic not mentioned in the NSF solicitation, but it is in scope for the BSF solicitation. Can I still apply?

Yes, you may still apply, as long as the topic area falls under a core area represented in CISE.

  1. Will NSF oversee the review process? Will I receive reviews and a review summary?

BSF will run and oversee the review process as described in more detail in section VI.B. of the solicitation. Proposals submitted will be reviewed by BSF's merit review process using NSF's merit review criteria of intellectual merit & broader impacts. You will receive 3 to 5 ad hoc reviews but no panel summary. The reviews will be identical to the ones the Israeli PI receives for the proposal submitted to BSF.

  1. Will this joint program continue?

Current plans call for continuing the program with the next BSF call for proposals in Computer Science in the fall of 2014, subject to the availability of funds.

  1. I have an active CCF award. Can my Israeli collaborator and I submit the proposal of this CCF award to the BSF-NSF program?

No, a proposal submitted to both BSF and NSF cannot correspond to a proposal that has already resulted in an NSF award.

  1. If unavoidable circumstances prevent travel during one of the years of the award term, can I use the funds for another purpose?

Actual expenditures do not have to precisely match the planned amounts in each year of the award's term. Funds can be used in later years (including no-cost extensions to the original term of the award). Because the purpose of the program is to promote collaboration, the funds are expected to be used to support travel leading to collaborative research.

Supreme Johnson tipped to be dominant in Hammonds Getsetgo Trophy

Supreme Johnson will be the one to beat in the Hammonds Getsetgo Trophy at Hall Green in England on Thursday, November 29, 2012. He has been in terrific form over the past few months and it will be an extremely difficult task for his opponents to prevent him from taking the top spot.

The Grade OR contest is scheduled to kick off at 20:35 GMT and it has attracted some pretty decent runners. They will all be looking forward to a strong run in order to claim a cash prize of ?200 at the end of the day.

Both the speed and stamina will be crucial, as the overall distance to cover will be 480 metres. This means that the starting positions will also be important, as it will be crucial to gain some momentum at the start.

Due to this, Supreme Johnson will be a touch worried, as he has been slotted in trap number five. There is a chance that he gets blocked by some of the slower greyhounds, which could prove to be a little costly at the end of the day.

However, the race is not a short one and there will be quite a lot of time to make up towards the end. Moreover, his rivals are not in very good form at the moment, which will give him a chance of dominating the proceedings.

This is why the S. Buckland?s trained hound has been given the highest odds for victory and will enter the contest with a starting price of 11 to 10. The punters will be hesitant to risk many bets against him today, as there is a chance for them to win some easy money at the end of the day.

Ninja Jamie?s son out of Supreme Hestia was rated as the favourite to succeed in his most recent outing, but he failed to meet the expectations of his team. He suffered because of a bad start and fell short by just a short head distance in the end.

He will be looking to make an improvement this time around in order to make his team proud and his fans will be backing him up to do so.

98% Brooklyn Castle

All Critics (43) | Top Critics (20) | Fresh (42) | Rotten (1)

"Brooklyn Castle" easily checkmates your inner cynic.

Katie Dellamaggiore's lively and affecting documentary introduces us to a cast of characters that's very winning (in both senses of the word).

It's not To Sir, With Love: It's fierce ambition, the channeling of emotion, and hours of drilling.

Enlightening, inspiring and expertly crafted.

An irresistibly uplifting doc.

Castle is suspenseful, funny and, particularly in its depiction of the challenging home lives of some of the kids, moving.

...provides a corrective to the popular image of American schools as obsessed with sports and popularity, and it makes the strongest possible case for funding after-school activities.

Chess, brilliant young students and great teachers potent mix.

The I.S. 318 team? A delightfully motley, vulnerable, multicultural bunch, whose addiction to chess has allowed them higher aspirations for top high schools and, eventually, college and careers. You will root for them like crazy.

We meet five of the team's members and several of their teachers; by its end, you'll be rooting for them all.

"BROOKLYN CASTLE is a compelling, engaging and inspiring Documentary, featuring Junior High kids that you can relate to. Even if you don't know the game of Chess all too well, it won't stop you from enjoying this pleasant film."

Brooklyn Castle provides a snapshot of indomitable American can-do attitude, and gives one hope.

The admirable Brooklyn Castle transcends its formula to become an optimistic look at extracurricular education and young people.

Great story, well-made, what's not to like?

It's clear that chess isn't just a game; for these students, it can also open doors.

The film's structure is routine, but the film doesn't sidestep its more serious issues, while its charming subjects make it a winner both on and off the chessboard.

Ricky Hatton retires calls it quit once again ? Boxing News

Following his ninth round stoppage to Ukrainian fighter Vyacheslav Senchenko, Briton fighter Ricky Hatton has called it quit once again. The former welterweight titlist believes the fighting spirit he once had is not there anymore.

While Hatton was confident that he could still win world titles despite others warning him of the dangers of stepping back in the ring after 3 years of depression and alcoholism, Hatton was sure-footed that he would do something extraordinary. He gave his best against Senchenko but could not score a win, and so he has decided to put an end to it.

?I needed one more fight to see if I had still got it - and I haven't,? said Hatton, who was disappointing over his defeat to Senchenko. ?I found out tonight it isn't there no more. I'm a straight-shooter and I tell the truth. I can look at myself in the mirror and tell myself I did my best, but there is always an excuse to find.?

A body shot during the ninth round landed Hatton on the mat. The Briton gave his best to Senchenko, keeping him busy in the initial five rounds. However, somehow Hatton could not manage to pull himself throughout the fight and fell during the ninth round.

?I got in the best shape I possibly could but if I hadn't been hit with that body shot I would have just scraped over the line with a points win and I honestly think I would still be telling you all the same thing.?

Despite the fact that he lost and has gone into retirement once again, Hatton asserted that he was a better man, as he is now satisfied that fighting is no longer his business.

Hatton made his comeback after almost three years of retirement, during which he suffered from severe depression, alcoholism and drug addiction. He even tried suiciding at times but he could not. In his own words, he was afraid, as he did not know which path to select. Hatton decided to give fighting one last shot to see if he still has it. Now, he knows his fighting career is over for sure.

Reflections of a Newsosaur: Online sales are flat-lining at newspapers

With total ad sales sliding 5.1% in the third quarter of this year, newspapers have set what must be some sort of record in the annals of American business by having their primary revenue stream fall for 25 quarters in a row.?

In 75 months of unremitting declines, the industry?s consolidated advertising sales have plunged from an all-time high of $49.4 billion in 2005 to what I estimate will be no better than $22.5 billion in 2012. The year-end revenue projection is based on historic trends.?

It is a testimony to the legendarily high operating margins of the industry and the considerable cost-slashing skills of contemporary publishers that nearly all the newspapers in business in mid-2006, when the trouble began, are still plugging along today. ??

But no industry ever cut its way to success. And the question, as newspapers mark six-plus ?straight years of contracting revenues, is what, if anything, they are going to do to turn things around. ?The nearly universal answer we have heard from editors and publishers is that they are going to transition from print to digital publishing. ?

That is the right answer. ?But the objective record shows that, to date, they have manifestly blown the opportunity. ?Let?s look at the numbers:?

On the eve of the Thanksgiving weekend, the Newspaper Association of America quietly updated its website?on Wednesday to report that print advertising revenues in the third quarter fell by 6.4% from the prior year to $4.5 billion, the lowest level for the period since 1982. To put the decline in perspective, $4.5 billion in 1982 dollars would be worth more than $10.3 billion today. ??

On the plus side, the NAA, a publisher-funded trade organization, reported that digital revenues advanced by 3.6% in the third quarter to a bit under $759 million. ?But the $23.5 million year-to-year gain in digital sales was too small to offset the $311 million year-to-year drop in print revenues. Thus, newspapers in the quarter lost more than $13 in print revenue for every $1 they gained in digital sales. ?

Unfortunately, as illustrated in the chart below, the pivot from print to pixels has been far too feeble for the last six years for digital sales to come anywhere close to replacing print revenue. Here is the long-term trend:

After peaking at an all-time high in 2005, print ad sales at newspapers began what would prove to be a six-year dive in the middle of the next year, falling by 2.6% in to $11.2 billion in the third quarter of 2006. That means print sales in the third quarter of this year were $6.6 billion lower than they were in the comparable period in 2006, reflecting a 59.5% decline. ?

In the same six-year time frame, digital sales at newspapers rose 19% from $638 million to $759 million. ?With the $6.6 billion drop in print revenue dwarfing the $121 million increase in digital sales, newspapers between 2006 and today lost a staggering $55 in print revenue in the third quarter for every $1 in new digital dollars.?

But, wait, it gets worse:?

As illustrated in the green line along the bottom of the chart below, digital advertising growth at newspapers has been all but flat in the last six years at the same time the over-all market for digital advertising (orange line) has grown explosively.?

While the Internet Advertising Bureau has not yet reported digital sales for the third quarter of this year, I have projected from historic trends?published by the trade association that the figure will come in at approximately $9 billion in the period. ?

Assuming my projection is correct, then the over-all market for digital advertising between Q3-06 and Q3-12 grew by 114% while digital sales at newspapers increased by only 19% in the same period. ??

One of the reasons newspapers are underperforming the market is that they have built their interactive businesses on the two weakest digital advertising categories: banner and classified advertising. ? ??

As reported on page 21 of this IAB presentation, the percentage of digital ad dollars spent on banner advertising in the first half of the year has dropped annually for the last three years. ? The percentage of dollars spent on online classified advertising has tumbled by more than half since 2006. ?

The single most significant digital ad category is search, which consistently has accounted for nearly half of all expenditures since 2008, according to IAB. Notwithstanding the growing desire of advertisers of all stripes to target specifically identifiable customers, transactional search is a format where newspapers never invested and never have been able to compete. By their inaction, publishers have been shut out of nearly half the digital market.?

Now, the same thing appears to be happening again. While the IAB reports that mobile advertising has doubled in each of the last three years, most newspapers have only rudimentary capabilities in this rapidly developing area. Publishers also are weak contenders in video, the next-biggest area of growth after mobile. ?

The challenges will keep coming. ?Not the least of them will be the innovative, target-marketing capabilities bound to be developed by Facebook, Twitter and dozens of other social media to capitalize on their expanding audiences. ?And who knows what lies beyond? ?

While publishers are preoccupied with managing the epic decline in print, they are losing sight of the future.?

?

Hidden costs of ?Network Marketing:

Sometimes, not always, there are some hidden costs of network marketing that the beginning networker may not be are of, depending on the company they choose as their primary product.

?

Product Sales Requirements ?

In addition to product purchase commitments, some network marketing companies include a ?sales commitment? requirement. ?Some, but not all mlm companies require that you sell a certain level or amount of their product per month.

If you fail to sell that level, various restrictions might change in commissions; you might need to purchase the shortage of product yourself, or not get paid as high a commission otherwise.

Of course your plan is to sell a certain volume just for your own income commitments, but it may take some time to get your business to the point where you can begin selling the product. ?Find out if this is one of the distributor commitments required by the company you are evaluating; every company is different regarding this.

?

Marketing Requirements and Restrictions ?

Are you able to market the product to your choosing?? Are you able to use the internet for marketing?? Can you mention the name of the company in your marketing, or is that against company policy?

Be sure to read the fine print, because marketing is a huge component to your sales success.? Are you able to market your business online or offline.? Some companies have restrictions on the ways you can market the business which tend to promote you into using their marketing processes (such as buying leads from them). ?Are you only allowed to use their marketing processes?
Checklist of what to look for in a network marketing company:

  1. Evaluate some critical indicators before joining a company.? Ask yourself:
  2. Who is the Leadership?
  3. What is their Mission?
  4. Is the company in Pre-Launch, or established 3, 5, or 10 years?
  5. Is there a System in place to create network marketing success?
  6. Is there a System to educating yourself on your business products?
  7. Are there internet marketing strategies for online marketing?
  8. Are there offline trainings available?
  9. Are there expert coaches?
  10. Will they teach and train you how to have business success?
  11. Will your sponsoring partner be available if you need them?
  12. Is this a duplicable model and system?

?

Do you keep your options open to creating income?

Bottom line, Systems are critical to making money online, especially in one of the best business models? that of network marketing.?

I have been marketing online for four years on the internet, and have seen a lot of companies come and go.? Based on my personal experiences, events and the decisions I have made, I genuinely recommend this particular system.?

It is well worth your time to at least evaluate this system to solution your business, marketing, struggle or sale of product.? Products must move if you are to get paid.? Find out how to move your products here:?

It's all about the readers' happiness | TribLIVE

The business plan isn?t ideal.

Giving away a product that you also are selling tends to depress profits, but Chris Rodell isn?t at all depressed. He?s quite content, and he wants you to be as well.

Rodell has written a whimsical self-improvement book titled ?Use All the Crayons!? It?s an enlightening guide to being happy in tension-plagued times even if you?re wondering how you?ll make the next mortgage payment.

If you want a copy, Rodell will provide one for free.

He would prefer you pay the $15.95 cover price. He?s as fond of regular meals as the next person.

But if you can?t spare the coin and you?d still like to read his ideas for leading an enriching existence, just email him at storyteller@chrisrodell.com.

He?ll send you the book.

?This is something that I want people to have,? said Rodell, 49, of Latrobe. ?I know a lot of unhappy people going through tough times. Making $15.95 (on a book sale) is a poor excuse to keep someone marginally less cheerful.?

Rodell is a veteran freelance writer whose work has appeared in publications such as People, Playboy, Sports Illustrated and the National Enquirer. It wasn?t an easy way to earn a living in the best of times. When the Great Recession hit, writing gigs dried up faster than spit in the desert.

Rodell and his family were flat-out broke.

?We should have been miserable, we should have been angry,? he recalled. ?We weren?t.?

That?s when he got the idea for the book. He compiled a list of things he found inspiring or amusing, eventually interspersing 501 suggestions on how to lead a more colorful life with 33 essays illustrating how he provides pigmentation to his own.

Preachy, it?s not. A sampling of the advice offered:

? Mow the lawn in different patterns each week. Ask the neighbors to vote on their favorite.

? Never fail to include in your cards to newlyweds this sage advice for a long and happy marriage: Always argue naked.

? Get a $75 tattoo of an $18,000 Rolex for your wrist.

I?d reveal more, but then you won?t want to buy the free book.

?Crayons? was rejected by numerous publishers that Rodell said had more qualms about him than his work. ?A lot of them wondered how they could sell a self-help book by a guy who can?t even help himself,? he said.

Rodell published the book himself, but recently sold the audio rights to the Gildan Media Corp. He reports brisk sales at the Greensburg Barnes & Noble, where he?ll have a book signing on Dec. 1.

He also contends that giving the book away actually has been an effective sales technique.

?It hasn?t been unusual for a recipient to turn around and buy copies for other people,? he said. ?One guy I sent a copy to ended up buying 25 copies, one for each of his employees.?

The business model doesn?t guarantee Rodell a windfall, but that?s OK.

He might not ever get rich, but he?s already wealthy in other ways.

Congo says no talks with rebels unless they quit Goma

GOMA, Democratic Republic of Congo (Reuters) - Congo said on Sunday it would not negotiate with M23 rebels in the east until they pulled out of the city of Goma, but a rebel spokesman said Kinshasa was in no position to set conditions on peace talks.

Congolese President Joseph Kabila met with M23 for the first time on Saturday after an urgent summit in Uganda where regional leaders gave M23 two days to leave Goma, which the rebels seized six days ago after U.N.-backed government troops melted away.

Eight months into a rebellion that U.N. experts say is backed by neighboring Rwanda, the rebels have so far shown no sign of quitting the lakeside city of one million people.

The rebels say they plan to march on other cities in the east, and then strike out across the country to the capital Kinshasa, across 1,000 miles of dense jungle with few roads, a daunting feat achieved 15 years ago by Kabila's father.

Amani Kabasha, a spokesman for M23's political arm, welcomed the meeting with Kabila but questioned the government's resolve to end a crisis that risks engulfing the region.

"Why put conditions on talks? You pose conditions when you are in a position of strength. Is the government really in such a position?" Kabasha told Reuters in Goma, which sits on the north shore of Lake Kivu at Congo's eastern border with Rwanda.

Vianney Kazarama, the rebels' military spokesman, said government forces that had been reinforcing along the shores of the lake were now deploying in hills around the rebel held town of Sake and government-held Minova, both Goma's west.

A U.N. source in Minova said government soldiers had gone on a looting spree for a second straight night there. The town was calm on Sunday but gunshots rang out overnight, the source said.

"What is real is that the morale of the troops is very low. They've lost hope in the commanders," the U.N. source said.

The Congolese army has vowed to launch counter-offensives and win back lost territory. The rebels have warned the government against embarking on a "new military adventure".

So far, the unruly and poorly-led army has been little match for the rebels, despite assistance from a U.N. peacekeeping mission that deployed attack helicopters to support the government before Goma fell.

Rebel leaders share ethnic ties with the Tutsi leadership of Rwanda, a small but militarily capable neighbor that intervened often in eastern Congo in the 18 years since Hutu perpetrators of Rwanda's genocide took shelter there. Rwanda has repeatedly denied Congolese and U.N. accusations it is behind M23.

Saturday's Kampala summit called on the rebels to abandon their aim of toppling the government and proposed that government troops be redeployed inside Goma.

The rebels have not explicitly rejected or accepted the proposals. They are, however, unlikely to cede control of the city or accept government soldiers inside it.

WITHDRAW

Regional and international leaders are trying to halt the latest bout of violence in eastern Congo, where millions have died of hunger and disease in nearly two decades of fighting fuelled by local and regional politics, ethnic rifts and competition for reserves of gold, tin and coltan.

"Negotiations will start after the (M23) withdrawal from Goma," Congolese government spokesman Lambert Mende said.

Kabila was still in the Ugandan capital on Sunday morning but was expected to return to Kinshasa later in the day or on Monday, two Congo government sources said. Kabila's communications chief Andre Ngwej said he did not believe official talks would start in the next few days.

While Kabila's army is on the back foot, analysts are skeptical the rebels can make good on their threat to march on Kinshasa without major support from foreign backers.

The regional leaders' plan proposed deploying a joint force at Goma airport comprising of a company of neutral African troops, a company of the Congolese army (FARDC) and a company of the M23.

In a statement, the Kinshasa government said Tanzania would take command of the neutral force and that South Africa had offered "substantial" logistical and financial contributions towards it. The Kampala plan did not say what the consequences would be if the rebels did not comply.

Gaza crowds surge at Israel border fence, 1 dead

GAZA CITY, Gaza Strip (AP) ? Israeli troops fired on Gazans surging toward Israel's border fence Friday, killing one person but leaving intact the fragile two-day-old cease-fire between Hamas and the Jewish state.

The truce, which calls for an end to Gaza rocket fire on Israel and Israeli airstrikes on Gaza, came after eight days of cross-border fighting, the bloodiest between Israel and Hamas in four years.

Hundreds of Palestinians approached the border fence Friday in several locations in southern Gaza, testing expectations Israel would no longer enforce a 300-meter-wide (300-yard-wide) no-go zone on the Palestinian side of the fence that was meant to prevent infiltrations into Israel. In the past, Israeli soldiers routinely opened fire on those who crossed into the zone.

In one incident captured by Associated Press video, several dozen Palestinians, most of them young men, approached the fence, coming close to a group of Israeli soldiers standing on the other side.

Some Palestinians briefly talked to the soldiers, while others appeared to be taunting them with chants of "God is Great" and "Morsi, Morsi," in praise of Egyptian President Mohammed Morsi, whose mediation led to the truce.

At one point, a soldier shouted in Hebrew, "Go there, before I shoot you," and pointed away from the fence, toward Gaza. The soldier then dropped to one knee, assuming a firing position. Eventually, a burst of automatic fire was heard, but it was not clear whether any of the casualties were from this incident.

Gaza health official Ashraf al-Kidra said a 20-year-old man was killed and 19 people were wounded by Israeli fire near the border.

During the incidents, Hamas security tried to defuse the situation and keep the crowds away from the fence.

Moussa Abu Marzouk, a top Hamas official at the ongoing negotiations in Cairo, told The Associated Press that the violence would have no effect on the ceasefire.

The crowds were mainly made up of young men but also included farmers hoping to once again farm lands in the buffer zone. Speaking by phone from the buffer zone, 19-year-old Ali Abu Taimah said he and his father were checking three acres of family land that have been fallow for several years.

"When we go to our land, we are telling the occupation (Israel) that we are not afraid at all," he said.

Israel's military said roughly 300 Palestinians approached the security fence at different points, tried to damage it and cross into Israel. Soldiers fired warning shots in the air, but after the Palestinians refused to move back, troops fired at their legs, the military said. A Palestinian infiltrated into Israel during the unrest, but was returned to Gaza, it said.

The truce allowed both Hamas and Israeli Prime Minister Benjamin Netanyahu to step back from the brink of a full-fledged war. Over eight days, Israel's aircraft carried out some 1,500 strikes on Hamas-linked targets, while Gaza fighters fired roughly the same number of rockets at Israel.

The fighting killed 166 Palestinians, including scores of civilians, and six Israelis.

In Cairo, Egypt is hosting separate talks with Israeli and Hamas envoys on the next phase of the cease-fire ? a new border deal for blockaded Gaza. Hamas demands an end to border restrictions, while Israel insists Hamas halt weapons smuggling to Gaza.

A poll Friday showed about half of Israelis thinks their government should have continued its Gaza offensive.

The independent Maagar Mohot poll showed 49 percent of respondents felt Israel should have kept pursuing squads that fire rockets into Israel, 31 percent supported the decision to stop and 20 percent had no opinion. Twenty-nine percent thought Israel should have sent ground troops into Gaza. The poll of 503 respondents had an error margin of 4.5 percentage points.

The same survey showed Netanyahu's Likud Party and electoral partner Israel Beiteinu losing some support, but his hard-line bloc was still favored to form the next government after Jan. 22 elections.
